3.9.1 Student Rights

The institution publishes a clear and appropriate statement of student rights and responsibilities and disseminates the statement to the campus community.

North Carolina A&T State University (A&T) publishes a clear and appropriate statement on student rights and responsibilities and disseminates the statement to the campus community. The university makes this information available in an assortment of publications and at various locations on the university’s website. The A&T Undergraduate Bulletin and Graduate Catalog outlines student rights, responsibilities, and policies regarding conduct [1], the privacy of student records [2] and academic policies and appeals [3].  Policy matters for the campus community specifically related to Family Educational Rights and Privacy Act (FERPA) may also be found on the A&T website [4].

The Student Code of Conduct serves as the primary source of information regarding A&T student rights and responsibilities. This information is contained in the Student Handbook [5], which is published annually by the Division of Student Affairs and made available online and in hard copy in the Office of the Dean of Students. Materials on student rights and responsibilities are presented to new students, including international students, during the new student registration and orientation programs in the summer, fall and spring, and to new faculty hires at the annual new faculty orientation. The Student Code of Conduct is in a student planner available to students at the beginning of each semester. The planner is available at the Memorial Student Union information desk, in residence halls, and the Office of Student Development.

The Student Handbook [5] addresses policies and procedures related to speech, expression, and assembly [6], use of university facilities [7], misconduct [8], and student grievances [9] .  This information is referenced in the University Studies UNST 110 (University Experience) course syllabus [10], which most freshmen take in their first semester. Faculty generally reference the Student Handbook and the University Bulletin or Graduate Catalog to inform students of their rights and expectations in classes [11].

Counseling Services [12] and the Sebastian Health Center [13] provide students with a statement of rights and responsibilities when services are rendered. The Office of Veteran and Disability Services’ online website displays a section on student rights and responsibilities [14]. In addition, the website has downloadable forms and links to local, state, and federal agencies. In addition, the following offices display and have policies and forms on their websites: Memorial Student Union [15], Aggie Fitness Center [16], Career Services and Experiential Learning [17], Office of Student Development, and Housing and Residence Life [18].

North Carolina A & T State University policies are consistent with those of the UNC System on scholastic dishonesty, drugs, health and safety, disruptions, inciting lawless action, unauthorized use of property, hazing, altering official documents, vandalism, prohibited conduct, etc., and establishes the disciplinary process which is overseen by the university’s dean of students. The hearing policy outline is strictly followed [8] [19].
